Steel Mezzanine Redesign and Certification
ESoliDesign (ESD) was engaged to review and rectify a non-compliant mezzanine access and stair system.
The mezzanine—originally designed by others and approved under a prior development application—did not meet current stair and access provisions under AS1428 and AS1657.
Following feedback from the building certifier, the client required a redesigned access and landing system that achieved compliance without changing the approved mezzanine footprint.
Our task was to assess the existing steelwork, review original documentation, and develop a new compliant design for the stair, handrail, and landing area while maintaining the same floor area as the previously approved plan and considering existing kitchen elements located beneath the mezzanine.
The outcome was a fully compliant, practical, and certifiable structure delivered with minimal modification to the original build.
Project Scope and Deliverables
Key deliverables included:
- Audit the existing mezzanine, stair, and handrail for compliance with AS1170 (Loads), AS1428 (Access), and AS1657 (Guarding & Stairs)
- Redesign stairs, landing, and access platform to achieve compliance within the same approved mezzanine footprint
- Ensure the new landing design maintained clearance for existing kitchen fit-out and services below
- Conduct soil and foundation review to minimise additional work
- Prepare Form 15 Design Certification and calculations for Council submission
Existing Mezzanine Condition
Design & Engineering Process
ESD performed a detailed assessment of the existing structure using photos, site dimensions, and the original drawings prepared by others.
A new stair and landing configuration was developed to meet compliance requirements while preserving the approved floor area and layout envelope.
The challenge was to design a compliant landing platform that fit within the previous plan limits and avoided clashes with the kitchen equipment and services beneath the mezzanine.
This required careful coordination between structural design, accessibility requirements, and architectural clearances.
The final layout achieved full compliance with AS1428 and AS1657, including proper rise and going, minimum landing size, and handrail geometry.
Structural checks per AS1170.1 verified that modifications maintained adequate load capacity without major frame changes.
To control construction costs, ESD also reviewed the existing soil report and footing configuration, confirming that the revised stair and landing loads could be supported by the current foundation system — eliminating the need for excavation or new piers.
The redesign was completed in coordination with the client and their builder to ensure a seamless integration of the new structure with existing documentation and Council records.
Certification and Outcome
Upon completion, ESD provided a Form 15 Design Certificate supported by structural calculations and detailed fabrication drawings.
The redesign achieved:
- Full compliance with AS1170, AS1428, and AS1657
- Retained approved mezzanine floor area
- New landing layout providing safe and accessible circulation
- Clearances maintained over existing kitchen infrastructure
- No new foundations required — verified through soil capacity checks
- Form 15Certification accepted by the building certifier and Council
